Facility Programming and Consulting was engaged by the Air Force Institute for Operational Health to program and plan the relocation of the Applied Technology Center (ATC). The new building will support ATC’s mission to rapidly and continually evaluate, validate and transition new off-the-shelf technologies and identify emerging technologies to fill critical gaps in force protections, rapid diagnostics, epidemiology, preventive medicine and trauma care, including CBRNE identification, to meet Air Force global mission requirements.

Under the guidance of Facility Programming and Consulting, stakeholders from four completely independent entities within ATC (Biology, Chemistry, DNA Micro Array and Radiation) were able to have individual needs met while successfully building consensus around the components of the shared facility.

The City of Houston received a grant for a new laboratory to diagnose bioterrorism agents. Facility Programming and Consulting was engaged in an advisory position to review the initial layouts of the conjoined laboratory facilities as well as the equipment list that was created by the end users. Due to the unknown nature of the agents that potentially would be handled in the laboratories, additional precautions and security measures not normally found in this type of laboratories were added (i.e. cameras mounted in the ceilings in the BSL 3 laboratories). Facility Programming and Consulting also prepared the specifications for the casework, countertops, flooring and wall coatings. We were invited to remain with the project throughout bidding and construction.

Facility Programming and Consulting was engaged by the Army Corps of Engineers (through KZF/BW) to do preliminary master plan programming for the relocation of 5 organizations from Brooks City-Base, Pensacola Navel Station, Holloman Air Force Base, and Mesa Arizona, to Wright-Patterson Air Force Base in Dayton, Ohio.  These groups are to be the cornerstones of the new Institute of Aerospace Medicine (IAM). The IAM will bring together within a campus like setting research, education, and clinical pieces of Air Force and Navel Aerospace Medicine.

The new campus will be comprised of two structures that will house chemical, biological , neurological, and physiological human research facilities inclusive of two animal research vivariums; one 2000sf new structure on the main campus and a 4000sf large animal vivarium addition to an existing facility.  Also included is a full insectary.  In addition, there will also be classroom, auditorium, and teaching laboratory spaces.
